9.1 Regional MPAS is (almost) here: Formulation and preliminary results

We will present the formulation for the regional version of MPAS, discuss the code modifications needed to implement the regional boundary conditions, and present some preliminary test results showing demonstrating that the implementation is function and highlighting some of the novel aspects of the regional MPAS formulation.
